Second Foundation 11. Stowaway

It was a little over a month before the summer could be said to have started. Started, that is, to the extent that Homir Munn had written his final financial report of the fiscal year, seen to it that the substitute librarian supplied by the Government was sufficiently aware of the subtleties of the post – last year's man had been quite unsatisfactory – and arranged to have his little cruiser the Unimara – named after a tender and mysterious episode of twenty years past – taken out of its winter cobwebbery. He left Terminus in a sullen distemper. No one was at the port to see him off. That would not have been natural since no one ever had in the past. He knew very well that it was important to have this trip in no way different from any he had made in the past, yet he felt drenched in a vague resentment. He, Homir Munn, was risking his neck in derring-doery of the most outrageous sort, and yet he left alone. At least, so he thought. And it was because he thought wrongly, that the following day was one of confusion, both on the Unimara and in Dr. Darell's suburban home. It hit Dr. Darell's home first, in point of time, through the medium of Poli, the maid, whose month's vacation was now quite a thing of the past. She flew down the stairs in a flurry and stutter. The good doctor met her and she tried vainly to put emotion into words but ended by thrusting a sheet of paper and a cubical object at him. He took them unwillingly and said: â€Å"What's wrong, Poli?† â€Å"She's gone, doctor.† â€Å"Who's gone?† â€Å"Arcadia!† â€Å"What do you mean, gone? Gone where? What are you talking about?† And she stamped her foot: ‘I don't know. She's gone, and there's a suitcase and some clothes gone with her and there's that letter. Why don't you read it, instead of just standing there? Oh, you men!† Dr. Darell shrugged and opened the envelope. The letter was not long, and except for the angular signature, â€Å"Arkady,† was in the ornate and flowing handwriting of Arcadia's transcriber. Dear Father: It would have been simply too heartbreaking to say good-by to you in person. I might have cried like a little girl and you would have been ashamed of me. So I'm writing a letter instead to tell you how much I'II miss you, even while I'm having this perfectly wonderful summer vacation with Uncle Homir. I'II take good care of myself and it won't be long before I'm home again. Meanwhile, I'm leaving you something that's all my own. You can have it now. Your loving daughter, Arkady. He read it through several times with an expression that grew blanker each time. He said stiffly, â€Å"Have you read this, Poli?† Poli was instantly on the defensive. â€Å"I certainly can't be blamed for that, doctor. The envelope has ‘Poli' written on the outside, and I had no way of telling there was a letter for you on the inside. I'm no snoop, doctor, and in the years I've been with-â€Å" Darell held up a placating hand, â€Å"Very well, Poli. It's not important. I just wanted to make sure you understood what had happened.† He was considering rapidly. It was no use telling her to forget the matter. With regard to the enemy, â€Å"forget† was a meaningless word; and the advice, insofar as it made the matter more important, would have had an opposite effect. He said instead, â€Å"She's a queer little girl, you know. Very romantic. Ever since we arranged to have her go off on a space trip this summer, she's been quite excited.† â€Å"And just why has no one told me about this space trip?† â€Å"It was arranged while you were away, and we forgot It's nothing more complicated than that.† Poli's original emotions now concentrated themselves into a single, overwhelming indignation, â€Å"Simple, is it? The poor chick has gone off with one suitcase, without a decent stitch of clothes to her, and alone at that. How long will she be away?† â€Å"Now I won't have you worrying about it, Poli. There will be plenty of clothes for her on the ship. It's been all arranged. Will you tell Mr. Anthor, that I want to see him? Oh, and first – is this the object that Arcadia has left for me?† He turned it over in his hand. Poli tossed her head. â€Å"I'm sure I don't know. The letter was on top of it and that's every bit I can tell you. Forget to tell me, indeed. If her mother were alive-â€Å" Darell, waved her away. â€Å"Please call Mr. Anthor.† *** Anthor's viewpoint on the matter differed radically from that of Arcadia's father. He punctuated his initial remarks with clenched fists and tom hair, and from there, passed on to bitterness. â€Å"Great Space, what are you waiting for? What are we both waiting for? Get the spaceport on the viewer and have them contact the Unimara.† â€Å"Softly, Pelleas, she's my daughter.† â€Å"But it's not your Galaxy.† â€Å"Now, wait. She's an intelligent girl, Pelleas, and she's thought this thing out carefully. We had better follow her thoughts while this thing is fresh. Do you know what this thing is?† â€Å"No. Why should it matter what it is?' â€Å"Because it's a sound-receiver.† â€Å"That thing?† â€Å"It's homemade, but it will work. I've tested it. Don't you see? It's her way of telling us that she's been a party to our conversations of policy. She knows where Homir Munn is going and why. She's decided it would be exciting to go along.† â€Å"Oh, Great Space,† groaned the younger man. â€Å"Another mind for the Second Foundation to pick.† â€Å"Except that there's no reason why the Second Foundation should, a priori, suspect a fourteen-year-old girl of being a danger – unless we do anything to attract attention to her, such as calling back a ship out of space for no reason other than to take her off. Do you forget with whom we're dealing? How narrow the margin is that separates us from discovery? How helpless we are thereafter?† â€Å"But we can't have everything depend on an insane child.† She's not insane, and we have no choice. She need not have written the letter, but she did it to keep us from going to the police after a lost child. Her letter suggests that we convert the entire matter into a friendly offer on the part of Munn to take an old friend's daughter off for a short vacation. And why not? He's been my friend for nearly twenty years. He's known her since she was three, when I brought her back from Trantor. It's a perfectIy natural thing, and, in fact, ought to decrease suspicion. A spy does not carry a fourteen-year-old niece about with him.† â€Å"So. And what will Munn do when he finds her?† Dr. Darell heaved his eyebrows once. â€Å"I can't say – but I presume she'll handle him.† But the house was somehow very lonely at night and Dr. Darell found that the fate of the Galaxy made remarkably little difference while his daughter's mad little life was in danger. The excitement on the Unimara, if involving fewer people, was considerably more intense. *** In the luggage compartment, Arcadia found herself, in the first place, aided by experience, and in the second, hampered by the reverse. Thus, she met the initial acceleration with equanimity and the more subtle nausea that accompanied the inside-outness of the first jump through hyperspace with stoicism. Both had been experienced on space hops before, and she was tensed for them. She knew also that luggage compartments were included in the ship's ventilation-system and that they could even be bathed in wall-light. This last, however, she excluded as being too unconscionably unromantic. She remained in the dark, as a conspirator should, breathing very softly, and listening to the little miscellany of noises that surrounded Homir Munn. They were undistinguished noises, the kind made by a man alone. The shuffling of shoes, the rustle of fabric against metal, the soughing of an upholstered chair seat retreating under weight, the sharp click of a control unit, or the soft slap of a palm over a photoelectric cell. Yet, eventually, it was the lack of experience that caught up with Arcadia. In the book films and on the videos, the stowaway seemed to have such an infinite capacity for obscurity. Of course, there was always the danger of dislodging something which would fall with a crash, or of sneezing – in videos you were almost sure to sneeze; it was an accepted matter. She knew all this, and was careful. There was also the realization that thirst and hunger might be encountered. For this, she was prepared with ration cans out of the pantry. But yet things remained that the films never mentioned, and it dawned upon Arcadia with a shock that, despite the best intentions in the world, she could stay hidden in the closet for only a limited time. And on a one-man sports-cruiser, such as the Unimara, living space consisted, essentially, of a single room, so that there wasn't even the risky possibility of sneaking out of the compartment while Munn was engaged elsewhere. She waited frantically for the sounds of sleep to arise. If only she knew whether he snored. At least she knew where the bunk was and she could recognize the rolling protest of one when she heard it. There was a long breath and then a yawn. She waited through a gathering silence, punctuated by the bunk's soft protest against a changed position or a shifted leg. The door of the luggage compartment opened easily at the pressure of her finger, and her craning neck- There was a definite human sound that broke off sharply. Arcadia solidified. Silence! Still silence! She tried to poke her eyes outside the door without moving her head and failed. The head followed the eyes. Homir Munn was awake, of course – reading in bed, bathed in the soft, unspreading bed light, staring into the darkness with wide eyes, and groping one hand stealthily under the pillow. Arcadia's head moved sharply back of itself. Then, the light went out entirely and Munn's voice said with shaky sharpness, â€Å"I've got a blaster, and I'm shooting, by the Galaxy-â€Å" And Arcadia wailed, â€Å"It's only me. Don't shoot.† Remarkable what a fragile flower romance is. A gun with a nervous operator behind it can spoil the whole thing. The light was back on – all over the ship – and Munn was sitting up in bed. The somewhat grizzled hair on his thin chest and the sparse one-day growth on his chin lent him an entirely fallacious appearance of disreputability. Arcadia stepped out, yanking at her metallene jacket which was supposed to be guaranteed wrinkleproof. After a wild moment in which he almost jumped out of bed, but remembered, and instead yanked the sheet up to his shoulders, Munn gargled, â€Å"W†¦ wha†¦ what-â€Å" He was completely incomprehensible. Arcadia said meekly, â€Å"Would you excuse me for a minute? I've got to wash my hands.† She knew the geography of the vessel, and slipped away quickly. When she returned, with her courage oozing back, Homir Munn was standing before her with a faded bathrobe on the outside and a brilliant fury on the inside. â€Å"What the black holes of Space are you d†¦ doing aboard this ship? H†¦ how did you get on here? What do you th†¦ think I'm supposed to do with you? What's going on here?† He might have asked questions indefinitely, but Arcadia interrupted sweetly, â€Å"I just wanted to come along, Uncle Homir.† â€Å"Why? I'm not going anywhere?† â€Å"You're going to Kalgan for information about the Second Foundation.† And Munn let out a wild howl and collapsed completely. For one horrified moment, Arcadia thought he would have hysterics or beat his head against the wall. He was still holding the blaster and her stomach grew ice-cold as she watched it. â€Å"Watch out – Take it easy -† was all she could think of to say. But he struggled back to relative normality and threw the blaster on to the bunk with a force that should have set it off and blown a hole through the ship's hull. â€Å"How did you get on?† he asked slowly, as though gripping each word with his teeth very carefully to prevent it from trembling before letting it out. â€Å"It was easy. I just came into the hangar with my suitcase, and said, ‘Mr. Munn's baggage!' and the man in charge just waved his thumb without even looking up.† â€Å"I'll have to take you back, you know,† said Homir, and there was a sudden wild glee within him at the thought. By Space, this wasn't his fault. â€Å"You can't,† said Arcadia, calmly, â€Å"it would attract attention.† â€Å"What?† â€Å"You know. The whole purpose of your going to Kalgan was because it was natural for you to go and ask for permission to look into the Mule's records. And you've got to be so natural that you're to attract no attention at all. If you go back with a girl stowaway, it might even get into the tele-news reports.† â€Å"Where did you g†¦ get those notions about Kalgan? These†¦ uh†¦ childish-† He was far too flippant for conviction, of course, even to one who knew less than did Arcadia. â€Å"I heard,† she couldn't avoid pride completely, â€Å"with a sound-recorder. I know all about it – so you've got to let me come along.† â€Å"What about your father?† He played a quick trump. â€Å"For all he knows, you're kidnapped†¦ dead.† â€Å"I left a note,† she said, overtrumping, â€Å"and he probably knows he mustn't make a fuss, or anything. You'll probably get a space-gram from him.† To Munn the only explanation was sorcery, because the receiving signal sounded wildly two seconds after she finished. She said: â€Å"That's my father, I bet,† and it was. The message wasn't long and it was addressed to Arcadia. It said: â€Å"Thank you for your lovely present, which I'm sure you put to good use. Have a good time.† â€Å"You see,† she said, â€Å"that's instructions.† Homir grew used to her. After a while, he was glad she was there. Eventually, he wondered how he would have made it without her. She prattIed! She was excited! Most of all, she was completely unconcerned. She knew the Second Foundation was the enemy, yet it didn't bother her. She knew that on Kalgan, he was to deal with a hostile officialdom, but she could hardly wait. Maybe it came of being fourteen. At any rate, the week-long trip now meant conversation rather than introspection. To be sure, it wasn't a very enlightening conversation, since it concerned, almost entirely, the girl's notions on the subject of how best to treat the Lord of Kalgan. Amusing and nonsensical, and yet delivered with weighty deliberation. Homir found himself actually capable of smiling as he listened and wondered out of just which gem of historical fiction she got her twisted notion of the great universe. It was the evening before the last jump. Kalgan was a bright star in the scarcely-twinkling emptiness of the outer reaches of the Galaxy. The ship's telescope made it a sparkling blob of barely-perceptible diameter. Arcadia sat cross-legged in the good chair. She was wearing a pair of slacks and a none-too-roomy shirt that belonged to Homir. Her own more feminine wardrobe had been washed and ironed for the landing. She said, â€Å"I'm going to write historical novels, you know.† She was quite happy about the trip. Uncle Homir didn't the least mind listening to her and it made conversation so much more pleasant when you could talk to a really intelligent person who was serious about what you said. She continued: â€Å"I've read books and books about all the great men of Foundation history. You know, like Seldon, Hardin, Mallow, Devers and all the rest. I've even read most of what you've written about the Mule, except that it isn't much fun to read those parts where the Foundation loses. Wouldn't you rather read a history where they skipped the silly, tragic parts?† â€Å"Yes, I would,† Munn assured her, gravely. â€Å"But it wouldn't be a fair history, would it, Arkady? You'd never get academic respect, unless you give the whole story.† â€Å"Oh, poof. Who cares about academic respect?† She found him delightful. He hadn't missed calling her Arkady for days. â€Å"My novels are going to be interesting and are going to sell and be famous. What's the use of writing books unless you sell them and become well-known? I don't want just some old professors to know me. It's got to be everybody.† Her eyes darkened with pleasure at the thought and she wriggled into a more comfortable position. â€Å"In fact, as soon as I can get father to let me, I'm going to visit Trantor, so's I can get background material on the First Empire, you know. I was born on Trantor; did you know that?† He did, but he said, â€Å"You were?† and put just the right amount of amazement into his voice. He was rewarded with something between a beam and a simper. â€Å"Uh-huh. My grandmother†¦ you know, Bayta Darell, you've heard of her†¦ was on Trantor once with my grandfather. In fact, that's where they stopped the Mule, when all the Galaxy was at his feet; and my father and mother went there also when they were first married. I was born there. I even lived there till mother died, only I was just three then, and I don't remember much about it. Were you ever on Trantor, Uncle Homir?† â€Å"No, can't say I was.† He leaned back against the cold bulkhead and listened idly. Kalgan was very close, and he felt his uneasiness flooding back. â€Å"Isn't it just the most romantic world? My father says that under Stannel V, it had more people than any ten worlds nowadays. He says it was just one big world of metals – one big city – that was the capital of all the Galaxy. He's shown me pictures that he took on Trantor. It's all in ruins now, but it's still stupendous. I'd just love to see it again. In fact†¦ Homir!† â€Å"Yes?† â€Å"Why don't we go there, when we're finished with Kalgan?† Some of the fright hurtled back into his face. â€Å"What? Now don't start on that. This is business, not pleasure. Remember that.† â€Å"But it is business† she squeaked. â€Å"There might be incredible amounts of information on Trantor, don't you think so?† â€Å"No, I don't.†*** He scrambled to his feet â€Å"Now untangle yourself from the computer. We've got to make the last jump, and then you turn in.† One good thing about landing, anyway; he was about fed up with trying to sleep on an overcoat on the metal floor. The calculations were not difficult. The â€Å"Space Route Handbook† was quite explicit on the Foundation-Kalgan route. There was the momentary twitch of the timeless passage through hyperspace and the final light-year dropped away. The sun of Kalgan was a sun now – large, bright, and yellow-white; invisible behind the portholes that had automatically closed on the sun-lit side. Kalgan was only a night's sleep away.

Recognition Speech

To the ever steadfast director and school principal, Mr. Bartolome L. Avila, to the highly competent and deeply motivated teachers and staff; other officials who are present on this occasion;to the proud and loving parents; to the very important people- the stars, in today’s ceremonies, the awardees, ladies and gentlemen, a pleasant morning. Like most of you today, my feelings are really overwhelming. I know, you guys are as excited about this event as I am so excited to speak before you today.Not so long ago, I was seating exactly where you are right now and hearing an inspirational talk from a guest speaker back then. Yes, I am but a proud alumna of Pililla Academy and soon you too will be part of the Alumni. Today, Pililla Academy will name those outstanding students who brought honors to themselves, and to this school. As we, you gather here and start viewing those simple and ordinary faces, you will realize that these achievers are exactly as everyone else.The only thing different is that, they have made their choices. That is to STAND and be recognized in the area where they choose to be the best one. It is a matter of CHOICE. It is between doing the right thing or not, or be recognized in good things or in all foolish activities. Sa ngayon, sa hirap ng buhay na dinaranas natin, tanging ang mga parangal na inyong matatanggap ang siyang magsisilbing tanglaw, gabay at pag-asa tungo sa magandang kinabukasan.Bawat medalya at sertipiko na inyong makakamit ay higit na mahalaga kaysa anumang kayamanan, sapagkat ito ang sumisimbolo sa natatanging kahusayan at galing na inyong pinamamalas. â€Å"Your time is limited, so don’t waste it living someone else’s life. Don’t be trapped by dogma — which is living with the results of other people’s thinking. Don’t let the noise of others’ opinions drown out your own inner voice. And most importantly, have the courage to follow your heart and intuition. They somehow a lready know what you truly want to become. Everything else is secondary. †

Erich Maria Remarque and the Nature of War Essay

Unlike truly historical works emphasizing the human side of war, for example, Cornelius Ryan’s The Longest Day or A Bridge Too Far, in which the author provides highly detailed accounts of historical events through the eyes of participants leading to an objective treatment and analysis of those events, Erich Maria Remarque’s All Quiet on the Western Front is a novelization of the experience of German soldiers in World War I. Remarque thus follows a literary line which includes William Shakespeare’s Henry V, Stephen Crane’s The Red Badge of Courage, and Leo Tolstoy’s War and Peace and extends through cinematic efforts such as â€Å"The Big Red One† and â€Å"The Hurt Locker†, which utilize historical context in order to examine the transformative nature of war on those most intimately involved. Each work examines a central theme, e.g., patriotism, cowardice, social change, brotherhood, etc., interwoven with and supported by details of v arious wars. The particular details chosen by the authors, with the possible exception of Tolstoy who seemingly left nothing out of his opus, are those lending support to that central theme. Thus, to understand the process used by Remarque in making his choice of which details of World War I to include in All Quiet on the Western Front, one must first ascertain his thesis and its origin. Referring to the biographical notes following the novel, we learn that Remarque â€Å"was himself in combat during World War I, and was wounded five times, the last time very severely (Remarque, 1928, p. 297).† That during the time of his service Remarque was near the age of his protagonist, Paul Baumer, suggests an autobiographical nature to the novel and lends credence to the story that no second hand account could provide. Yet Remarque does not take the opportunity to provide closure to his experience or to provide a set of objective conclusions to the war. Drawing again from the biographical notes, Remarque possessed â€Å"intense determination to concentrate in his fiction upon the worst horrors of the age, war and inhumanity (Remarque, 1928, p. 297)†. Three major themes can be found within All Quiet on the Western Front combining to support Remarque’s ideology – the legitimacy of statehood, the futility of war, and the dehumanizing effects of war. Given his experiences and his viewpoint, what details did Remarque expound upon and to what purpose? In a discussion  among the soldiers as to the origins of the war, they openly question the authority by which war was declared. When Tjaden asks how wars begin, Albert answers, â€Å"Mostly by one country badly offending another (Remarque, 1928, p. 205).† Yet it is this notion of country which perplexes the most. In Europe’s past, wars were fought over disputes between smaller nation states by order and to the benefit of local rulers. This was clearly not the case in World War I, a fact not lost on the soldiers: â€Å"But what I would like to know,† says Albert, â€Å"is whether there would have been a war if the Kaiser had said No.† â€Å"I’m sure there would,† I (Paul) interject, â€Å"he was against it from the first (Remarque, 1928, p. 203).† What the soldiers had not yet come to terms with was the rampant nationalism that had swept Europe. Rising from the Industrial Revolution, nurtured by the Atlantic revolutions, and spurred by the globalization of trade, Europeans of smaller states set aside their notions of subjects under a common ruling dynasty to a sense of unity among peoples bound by blood, customs and culture. â€Å"All of this encouraged political and cultural leaders to articulate an appealing of their particular nations and ensured a growing circle of people receptive to such ideas. Thus the idea of â€Å"nation† was constructed or even invented, but it was often presented as an awakening of older linguistic or cultural identities (Strayer, 2011, p. 797).† Such were the notions the young schoolboys received from their schoolmaster Kantorek who spoke of country and honor before shepherding them to their enlistment. Yet, when those identities failed to adequately address the cultures affected, as in Austria-Hungary, nationalism failed to suppress dissent. With the assassination of Archduke Franz Ferdinand, heir to the Austrian throne, by a Serbian nationalist, the system of rigid alliances established among the emerging nations plunged the world into war (Strayer, 2011, p. 979). After further reflection, the soldiers began to understand how they came to be in a war whose causes could not be satisfactorily explained by patriotism alone: â€Å"State and home-country, there’s a big difference.† (Kat) â€Å"But they go together,† insists Kropp, â€Å"Without the State there wouldn’t be a home country (Remarque, 1928, p. 205).† Remarque addresses the futility of war in various ways. He describes the effects of the material  advantages of the Allies throughout the war, particularly following the entrance of American forces, foretelling defeat for Germany in a war of attrition: â€Å"Our lines are falling back. There are too many fresh English and American regiments over there. There’s too much corned beef and white wheaten bread. There are too many new guns. Too many aeroplanes. But we are emaciated and starved. Our food is bad and mixed with so much substitute stuff it makes us ill†¦..Our artillery is fired out, it has too few shells and the barrels are so worn that they shoot uncertainly and scatter so widely as even to fall on ourselves (Remarque, 1928, p. 280).† Most tellingly, Remarque condemns the madness of trench warfare which â€Å"resulted in enormous casualties while gaining or losing only a few yards of muddy, blood-soaked ground (Strayer, 2011, p. 982).† Paul’s Company engages in a protracted, vicious trench battle in Chapter Six in which they are first driven back in retreat, regain the lost ground after an hour to eat, and push forward into the French trenches before realizing their new position is untenable. â€Å"The fight ceases. We lose touch with the enemy. We cannot stay here long but must retire under cover of our artillery to our own position (Remarque, 1928, p. 117).† In the end, it was everything ventured, nothing gained. The senseless loss of life on both sides and the indifference to the carnage is highlighted in his description of the battlefield itself. â€Å"The days are hot and the dead lie unburied. We cannot fetch them all in, if we did we should not know what to do with them. The shells wil l bury them (Remarque, 1928, pp. 125-126).† Lastly, Remarque relentlessly stresses the dehumanization of the soldiers throughout the course of the war. In his forward, Remarque makes his purpose for writing All Quiet on the Western Front clear: â€Å"It will try to simply tell of a generation of men who, even though they may have escaped shells, were destroyed by the war (Remarque, 1928, p. i).† The first step in the process comes with the realization that those shaping their future have done so with an agenda of their own. In speaking of Kantorek the schoolmaster and Corporal Himmelstoss, Paul reflects, â€Å"For us lads of eighteen they ought to have been mediators and guides to the world of maturity, the world of work, of duty, of culture, of progress – to the future†¦the idea of authority, which they represented, was associated in our  minds with a greater insight and a more humane wisdom. But the first death we saw shattered this belief (Remarque, 1928, p. 12).† The second phase in the downward spiral is presented as the desensitization of the individual. Remarque portrays this through the soldier’s continued acceptance of the squalor of their condition. Through poor rations, living in mud filled trenches, and being in constant fear for their lives from regular shelling associated with trench warfare and from the use of a deadly new weapon, mustard gas, Paul and his comrades develop a detached persona which shields them from their hideous reality: â€Å"Just as we turn into animals when we go up to the line, because it is the only thing which brings us through safely, so we turn into wags and loafer when we are resting†¦We want to live at any price so we cannot burden ourselves with feelings which, though they might be ornamental enough in peacetime, would be out of place here (Remarque, 1928, pp. 138-139).† A third phase lies in the objectification of the soldier by others. Remarque best accomplishes this in his portrayal of medical treatment for the wounded. Early on, he establishes this premise through the death of Franz Kemmerich. A lack of supplies has denied him morphine to reduce his suffering. The higher than expected casualty count has begun to turn doctors into processors of human flesh: â€Å"One operation after another since five-o’clock this morning. You know, today alone there have been sixteen deaths – yours is the seventeenth. There will probably be twenty altogether – (Remarque, 1928, p. 32).† Kemmerich’s body is quickly processed: â€Å"We must take him away at once, we want the bed. It is more convenient, too, because it lies right beside the lift to the mortuary (Remarque, 1928, p. 257).† Through his experience in the hospital, Paul comes to a stark realization, and Remarque drives home his point: â€Å"A man cannot realize that above such shattered bodies there are still human faces in which life goes its daily round. And this is only one hospital,  one single station; there are hundreds of thousands in Germany, hundreds of thousands in France, hundreds of thousands in Russia. How senseless is anything that can ever be written, done, or thought, when such things are possible. It must be all lies and of no account when the culture of a thousand years could not prevent this stream of blood being poured out, these torture-chambers in their hundreds of thousands. A hospital alone shows what war is (Remarque, 1928, p. 263).† The ultimate phase is the transition of the soldier from object to invisibility. Paul’s death, and the â€Å"matter if fact† manner in which Remarque presents it, stands in stark contrast to the official report of the day – â€Å"All quiet on the Western front. (Remarque, 1928, p. 296).† The fate of a man has been subordinated to the fate of a nation without the nation realizing his sacrifice. Throughout All Quiet on the Western Front, Erich Maria Remarque selects his details of World War I to support his themes decrying nationalism, the meaningless state of war, and the disintegration of the human spirit through the pursuit of warfare. No mention is made of specific battles or individual acts of heroism. The lack of specificity adds to the tone of the general, unyielding nature of war. Heroism, writ with a capital â€Å"H†, is a concept not to be found in Remarque’s world of war. Later in the 20th century, Somalia played an important role d uring Cold War, primarily under the Soviet influence. However, in the recent times the country has witnessed some of the worst civil wars, along with a rise in Islamic insurgency. Somalia’s present economic and political orders are in a complete state of disquiet, owing to the ceaseless civil conflicts. After 14 failed transitional governments, Somalia is now dubbed a â€Å"failed state.† Failed economic conditions and an unstable, volatile political order of this country, have forced many of its citizens to earn their livelihood through various illegal means. Of this, the maritime piracies off the high seas, near the Somalia coast, has turned into a major international problem, owing to increased instances of hijacking of large merchant ships by the Somali pirates, in a bid to earn ransom money. A common observation among social scientists has been that, â€Å"the Somali piracy ‘industry’ is a direct consequence of the 1991 collapse of the countryâ€℠¢s last functioning national government.†3 In this article, my attempt is to examine the background that has led to this increase in piracy off the coast of Somalia, to study the present situation of this piracy and the various reactions of the international communities and to offer viable solutions apart from the sea-based conventional solutions. This analysis will also discuss various workable solutions as suggested by various naval heads and other international organizations like the UNSC, NATO, and EUNAVFOR; all of which primarily advocate that, results of naval actions would not serve to be a permanent long term explication; as most of the experts feel that the solution to piracy off the coast of Somalia lies on land, and not at sea.4 Discussion Statistical data show that â€Å"there were 115 reported pirate attacks  off the coast of Somalia in 2008†¦[and]†¦of those attacks, 46 resulted in the seizure of a commercial vessel by Somali pirates. The average rans om for the release of hijacked vessels increased from $1 million US dollars in July of 2008, to $1.5 million by December.†5 These figures show the graveness of the problem, which is leading to serious implications on the future of trade and commerce, via the Gulf of Aden route. Historical Development of the Early Childcare Essay a) History and current status of childcare provision in Ireland During the early Twentieth century in Ireland there was a lack of job opportunities for women in the workforce. Women were still seen largely seen as the ‘stay at home figure’. Due to this environmental impact, children were cared for in their own homes mainly by their mothers. Therefore there was less of a demand in the Early Childcare Education sector. This ended when children started attending Primary school. During the latter part of the Twentieth century, during the times of the Celtic Tiger, the number of job opportunities for women in the workforce escalated. This resulted in an increase in urbanisation and a decrease in family support. For example: Families lived further apart from each other, and as a result, it did not make sense to leave the children with their grandmother or other family members due to financial restrictions such as the price of fuel, or time restrictions such as the length of time taken to leave the children from one  destination to the other. This lead to parents seeking the childminding services privately or within their local area. Statistics have shown that approximately 60% of children under six years of age attended a form of childcare service at this time. (Class Notes) There was a substantial increase in the demand for both private and community childcare services. In response to the rapidly increasing demand for childcare service, it was deemed necessary that an ‘Expert Working Group on Childcare’ was formed. The Expert Working Group came together and arranged a meeting to discuss ways to resolve the upcoming problems within the childcare services sector. They held discussions on how to make childcare services more readily available and accessible to families in Ireland. It was recognized at this point, that there was a need to develop a ‘National Strategy’ to assist them with the transformation of the current childcare services sector. Thus, a National Strategy was developed and was published in 1999. The National strategy recognized and contained the following principles: ‘The Needs and the rights of the child, Equality of access and participation, Diversity, Partnership and Quality’ (Class Notes Page 2) It also contained suggestions and advice on support for parents/guardians, Laws relating childcare, Qualifications, Employment, Planning and Co-ordination. In 2002, the Centre for Early childhood development and Education was established. This centre was set up to develop standards and to improve the childcare sector. The Centre for early Childhood Development and Education aimed to ensure that every childcare setting (whether it was a Full-time / Part-time service or a Public / Private service); met the criteria and quality standards that that were established by the Centre. The main objective of the Centre for Early childhood development and Education was to focus on improving more disadvantaged are as as well as the more advantaged areas so as to ensure that all areas within the childcare sector offered the same quality of services In 2006, ‘Siolta’ was launched. Siolta was set up to implement the first aim of the Centre for Early Childhood Development and Education which was to develop the current standards within the childcare sector. This was called ‘The National Quality Framework for Early Education’. This ensured that there was support in improving quality across all childcare services which contained children from 0-6 years of age. Further to this, in 2009, a new scheme was introduced within the Childcare sector. The Early Childcare  Education scheme ‘Free pre-school place’ was formed. The free pre-school place enabled children within the age range of 3 years and 3 months and 4 years 6 months in September of the relevant year to engage in one free academic year within a full time or seasonal service. If a childcare service/ centre wanted to take part in the Early Childcare Education scheme, the criteria set out by Siolta had to be met and furthermore the Principles set by An Siolta would have to be implemented within their current childcare setting. It is important to recognize that this is the first time that Early childhood education has received any direct Universal funding. As a result of the free pre-school place initiative, the demand within the childcare sector continued to grow. (Siolta) More recent developments within the childcare sector include the introduction of a new initiative called ‘Aistear’, which was established by the Department of Education and Skills through NCCA in 2010. Aistear from the Irish word meaning ‘journey’, is of relevant importance to childcare settings where children from the ages of 0-6 years receive their care and education. Aistear works closely alongside Siolta and consists of an informal curriculum that contains twelve principles and themes that give guidance to the childcare worker. Aistear recognizes that education and care are not separate within the childcare sector and they aim to help children grow and develop independently.(Aistear) b) Current range of childcare provision in Ireland Six types of services that can be categorised under sessional and fulltime services are: Naà onraà  – A Naà onraà  is a sessional service. It organises and communicates with the playgroup through the medium of Irish, they recognise each child as individuals. The service doesn’t put pressure on children to speak Irish, they still encourage and support children either way. As the children are surrounded in Irish they will gradually pick up and learn the language in their own time. The service is recognised by Forbairt Naà onraà . Parent and toddler groups – This is a sessional service and is supported by Early Childhood Ireland. Parents and their children/toddlers meet in one area, often held in one of the parent houses who are taking part in the service. It gives children the opportunity to gain the experience of interacting with others, therefore promoting and developing the child’s social skills. It also gives parents the opportunity to intera ct with other  parents, gaining support of each other. Montessori pre-schools – The pre-school is usually privately run, it develops its curriculum around the methods of Dr Maria. The Montessori focuses mainly on the child’s educational development, its curriculum is therefore more practical based, isn’t fully focused on play. This action of purely practical based education may be scrutinised by certain individuals as it thought by some theorists that children should experience and develop through the experience of play at this young age. The pre-school functions on academic year and mainly cares for children from three to six years of age. Home and community playgroups – Home and community playgroups care for children within the age range of 2 and a half to five years of age, they operate in either a home or community basis. Home playgroups are generally privately funded where as community playgroups receive funding from the government, each service usually opens and runs for a period of three to four hours each day. The service highlights and develops children’s social and emotional learning through play. Crà ¨ches, Nurseries and Day care services – These services are recognised as a fulltime service and cater for children from the age of approximately three months to five years of age. They are open at a minimum of eight hours a day and usually provide a day-to-day curriculum. The services can be privately or publicly run, an increase in demand for these services greatly increased after the Free Pre-School Year was introduced. Each service provides the children attending the service with a hot meal and snacks during the duration of the day. Each service helps met the child’s safety, welfare and developmental needs. They also help children make the best of their abilities, whether that be through play or practical learning. Family Day Care – Children are looked after in the childminders home. There is no specific age group that Family Day Care caters for, they can cater for all different age groups at once in the same facility. The hours that the carer caters for the children is arranged between the child’s parent and the carer. The children become easily settled in this form of day care as they are only interacting and building a relationship with one adult with the service. The children are provided with snacks and possibly hot meals, depending on the length of time the child is attending the service. The service is supported and recognised by Childminding Ireland. c) Current range of roles in childcare support organisations and agencies Health Service Executive (HSE) – is the first service contacted when there is a serious concern involving a child safety or family issue , the Health Service Executive then has the responsibility of bringing services and agencies together to help resolve the concerned matter. The Health Service Executive provides services that helps protect and support children, parents/guardians and families. There are many roles within the Health Service Executive, they include: Family support worker – The Family support worker offers support and supplies services to family’s going through emotionally distressing times. The Family Support Worker tries to keep families remained together unless there is a family member deemed at serious risk if kept together. Some of the services that The Family Support Worker will supply to the family to try help resolve the issues are, â€Å"Parenting Skills, Confidence and Personal Development, Home Care management, Diet, Nutrition and Health Care, Budgeting and family Finance†. (Class notes page 4) Community Childcare Worker The Community Childcare Worker works alongside professionals to give support to children who are in disadvantaged families, deemed at risk, deprived or in care. The Community Childcare Worker also helps children deal with or come to an understanding of why they are in that care home. Social Worker – works with problematic families and individuals, The Social Worker helps resolve problems in families whether that is emotional, behavioural or social problems. Social Workers also deal with problems such as child abuse, domestic violence, and adoption. Before removing children from their home and separating families social worker s have to prove that they have gave families every option possible, if the family /parents does not comply with any of the options, the matter continues to rise and the child/children are still recognised at risk then the case is taken to court and assessed by a Judge whether the child/children should be removed from the family home, thus action is seen as a last resort. Barnardos – Barnardos is Ireland’s biggest children’s charity. It is focused on working with children and families on, whether that be group work or one-on-one interaction. Barnardos help children make the best of their abilities when going through difficult situations, such as neglect, abuse,  or poverty. They provide a range of services to help families through distressing time’s i.e counselling, and bereavement help lines. Barnardos also protest against Government laws that affect children and their way of living e.g. child benefit cuts. d) Six National Childcare organisations Barnardos – Barnardos is Ireland’s biggest children’s charity, it is mainly focused on working with children and families. Barnardos provide a range of services to help assist and support families through distressing times, they also help children make the best of their abilities whilst going through or have gone through difficult times e.g. neglect. Childminding Ireland- is a registered Charity and was created in 1986. It was created by a small group of childminders that further grew into a bigger organisation. The organisation promotes home-based childcare. Forbairt Naà onraà  Teoranta – is a voluntary organisation which supports education and care for children from birth who are brought up in Irish. St.Nicholas Montessori Society of Ireland – Provide opportunities for Montessori teachers to further their profession. They also offer help, support and give guidance for Montessori teachers. The Irish Society for the prevention of Children’s Cruelty – Provide a 24hour support service for children who are going through a difficult situations. States that id high quality childcare service wants to keep their service high quality, then the service must ensure that there is good child protection within the facility. The organisation also recognises children are individuals and therefore the child’s right s and values should be supported. Border Counties Childcare Network – Is a network that services in counties such as Monaghan, Meath, Louth, Cavan, Donegal, Sligo and Leitrim in helping deliver a childhood service of high quality. The UN convention on the Rights of the Child has 54 articles. These  fifty-four articles are a written list of the different types of the child’s rights, if those rights are intentionally broken it is seen as breaking the law. The UN convention on the Rights of the child can be broken into four broad areas, these four areas are – Survival, Development, Protection and Participation. Survival – The child has a right to life and the right to the basic requirements to survive life e.g. food, water, shelter, clothing, medical aid. Standard 1: Right of the child. â€Å"Ensuring that each child’s rights are met, requires that she/he is enabled to exercise choice and to use initiative as an active participant and partner in her/his own development and learning.† (Siolta page 13) Component 1.1 – Choice for the child Practitioners could put component 1.1 into practice at meal time. By giving the child the options at meal time, this could be achieved by giving the child the choice of two different meals therefore enabling the child to make its own choices. If a child decides they do not want to eat at meal time the practitioner should respect the child’s decision. By having different utensils available at meal time e.g. chopsticks, this provides choice for the child. The child can then make the choice on what they want to eat there meal with. Component 1.2 – Use initiative A practitioners could put component 1.2 into practice with a child from twelve – thirty-six months by providing the opportunity of letting the child out on its coat independently, enabling the child to zip or button  the coat. The practitioner should talk the child through the process, encourage the child as she/he is trying to overcome and accomplish the task and support the child if he/she comes into difficulty. Component 1.3 – active participants A practitioner could put component 1.3 into practice with a child from birth to eighteen months by viably communicating. While/when the practitioner is changing the child’s nappy he/she could viably communicate to the child and make eye contact whilst changing its nappy. The practitioner could also sing nursery rhymes and act out movements to the child e.g. three little pigs, touching the child’s toes whilst singing the rhyme. This makes the child feel comfortable and an active participant throughout the activity. LO2: Detained description of the qualifications and experience needed for work associated with one occupation in the ECCE sector. a) Outline legislations, policies, practices and procedures pertaining to ECCE provision. Childcare Act 1991 Provides asset of rules relating to children/young adults under the age of eighteen in Ireland, it governs the care and protection of children in Ireland. (Classnotes) Due to this legislation the Health Service Executive has a mandatory duty to promote and protect the wellbeing of all children under this act. Children who are being abused or at risk, this Act allows those children to be removed or be placed under the care of the Health Service Executive. In relation to preschool services the Act is consulted with when rules and regulations are being drawn up for the supervision of children of pre-school services. Under the Act the pre-school carers have a responsibility and duty to implement safety and wellbeing of children under their pre-school setting. If the pre-school carer has concern for a child’s safety health it is their responsibility to notify the Health Service Executive. If a new pre-school setting is being set up or is intending to set up the local Health Service Executive must be notified. The Health Service Executive then has a duty to inspect the pre-school setting to  ensure the health and safety standards of the setting are being met. The rules and regulations drawn up from the Act must be strictly followed by the practitioners. Childcare (preschool services) Regulations 2006 The regulation outlines the standards that a preschool setting of any form must put/have in place before it can commence e.g. all forms of health, safety and welfare of the setting must be put in place to ensure full safety of the child is being met. It is the Health Service Executive’s duty for inspecting and giving a report of information on pre-schools of any sort or kind who care for children from the age of zero-six years of age. The regulation is arranged in six parts – thirty-three regulations and can be broadly covered over the following areas: â€Å"Health, welfare and development of the child Notification and inspection by the Health Service Executive Record keeping Standard of premises and facilities General administration† (class notes) Policies and procedures must be drawn up and developed from these points. Children First 1999 Children First was first made available in the year 1999 but was later replaced with Children First: National Guidance for the Protection and Welfare of Children 2011. The general rule of the document was left unchanged but acknowledges past inspections and reports and feedback, due to this the document had been edited to set out distinctive guidelines that individual roles should take is concerned for a child’s health, safety and welfare. Children First: National Guidance for the Protection and Welfare of Children 2011 main aims are to ensure children’s health safety and welfare are being constantly met. That society are aware that they should not assume but should report any concerns regarding a child’s health and safety and realise that it is their responsibility to put this action into place. The legislation provides advise/support for parents/guardians in regards to their role as a parent/carer. Inspections made by the ‘Department of Education and Science’ will take place through-out schools of all sorts to  reinforce and ensure that the new legislation is being enforced. Siolta Siolta is made up of twelve principals, sixteen standard and seventy-five components. The twelve principals provide the base of the frame work. Without the principals the components wouldn’t be able to be put in place. The principals give direction for childcare workers on how they should carry out their work in an Early Childhood Care and Education environment, how to interact and communicate with children and fillies, how subjects should be taught and how the services that the childcare worker works in should be organised. The twelve principles contain: Equality – is a necessary aspect to have in a childcare setting, it is essential every child feels equal. Diversity- Every childcare setting should recognise that each child comes from very different backgrounds. It is the childcares settings responsibility to confirm that they understand, respect and accommodate this with visual aids e.g. posters, dolls from different ethnic backgrounds, chopsticks in the home area ec t. Environment- The physical layout of the setting should be organised to meet, encourage and develop the child’s abilities so the child can reach their full potential. Welfare- The child’s health, safety and welfare is essential and should be met as much as it possibly can be e.g. if a child has chicken pock’s, that child should be removed to a room where no other children are present the child’s parents should be contacted and the child shouldn’t return until it has cleared to prevent it infecting other children. The role of the adult- The adult working in the setting has a responsibility to make sure the child is making the most of their experience and are reaching full potential while in that adults company. Teamwork-Good communication and respect should be shown and practised in settings between the various workers in the setting. If there isn’t respect among workers, there won’t be good teamwork skills therefore the children present in that company will pick up on the negative energy and put what they have picked up on into practice. Pedagogy- The study and theory of the methods and principals of teaching should be put in place in early childhood care and education through holistic play, as this is the most appropriate method of learning for children of that age range. Play-Should be promoted, as it is an essential part in a child’s development  whether that be physical or theory learning. Sioltas sixteen standards are essential and necessary in services as it give guidance for workers within the service, IT gives guidance on how to act, provide and develop services with the setting. The standards contain various elements such as the various elements such as the child’s rights to the legislation and regulation. It’s from the sanders that the seventy-five components are made up. The components help meet the standard. Without the sixteen standards and seventy-five components the knowledge of the twelve principals wouldn’t be able to be put in place as effectively. Siolta was created to improve the way childcare is taught, organised, carried out and viewed in the Early Childhood Care and Education settings who cater for children from the age range of birth to six years of age. It â€Å"defines, assess and supports† these improvements. Early Childhood Care and Education settings and services taking part in the free school year must implement Siolta, making more demand for the service. (siolta) Aistear Aistear, was established by the Department of Education and Skills through NCCA in 2010. Aistear from the Irish word meaning ‘journey’, is of relevant importance to childcare settings where children from the ages of 0-6 years receive their care and education. Aistear works closely alongside Siolta and consists of an informal curriculum that contains twelve principles and themes that give guidance to the childcare worker. Aistear recognizes that education and care are not separate within the childcare sector and they aim to help children grow and develop independently. (Aistear) The manager The manager is required to have a minimum level 7/8 qualification in childcare, they have to manage the day-to-day routine of the preschool setting, ensuring that the developmental needs, safety and wellbeing of each individual child are being met. The manager may also be required to work unsocial hours and must attend to relevant meetings. The manager also has the responsibility to ensure the child protection policy is being implemented within the setting, recording and concerns and also ensuring high sanders of safety are being maintained at all times. (Class notes) The Childcare assistant The Childcare assistant is required to have a minimum of a level 5 qualification in childcare and previous experience is required. They assist in the day-to-day organisation and preparation of the childcare setting. The Childcare assistant must maintain all personal information of the individual children as confidential and at times have to work unsocial hours. The assistant must ensure the children within their care are receiving high standards of care, safety and wellbeing whilst also ensuring the developmental need of the children are being met accurately. The Childcare Assistant will have to at times participate in fundraising activities, special events and outings. They must strictly follow the Child Protection policy and report any concerns. (class notes) The Playgroup Leader The Playgroup Leader is required to have a minimum of a level 5 qualification in childcare and previous experience in childcare is required. The Playgroup Leader is required to manage the day-to-day routine of the playgroup. The playgroup leader has the responsibility to ensure the safety, wellbeing and developmental needs of the children are being continually being met. They must keep all personal information regarding the children within the service, children’s family and staff strictly confidential. Must strictly follow and promote the Child Protection Policy, ensuring high standers of hygiene and quality are being promoted within the setting. Organise regular meetings with parents throughout the year. Must regularly carry out appraisal on the staff’s performance, make sure all staff and volunteers have guard vetting. Must try to obtain good staff more and show respect to other staff members. Special Needs Assistant A Special Needs Assistant must have a minimum level5 qualification in childcare. Must ensure that all personal information regarding children or staff they work with remains confidently then it should be reported. Must strictly follow the Child Protection Act and make sure the developmental needs of the child are being met. The assists are recruited to help assist  and support children with special needs or difficult behaviour problems in schools. The assistants engage regularly with the parents of the special needs child, they also participate in fundraising activities, special events and outings to further help the child or children with special needs. Montessori teacher Must have a minimum level5 qualification in childcare. Must strictly follow the Child Protection Act and make sure the developmental needs of the child are being met, ensuring high standards of hygiene and quality are being promoted within the setting. A Montessori has the responsibly to provide opportunities for children so they can figure out how to do something for themselves. Must observe children within the setting and comment on their development. They provide challenging tasks for the children, so they make the best of their abilities. Organise meetings with the parents throughout the year. Detailed description of the qualifications and experience needed for work associated with on occupation in the ECCE sector. One occupation in the Early Child Care and Education sector I have chose to further evaluate on is the pre-school manager. The pre-school manager has many roles and responsibilities such as: Being strictly confidential within and outside the Early Childhood Care and Education setting in relaxation to keeping personal information about the children, their family and also the staff. Ensuring when planned activities are taking place that each individual child’s developmental needs are being met. Making sure that every area and all facilities of the Early Childhood Care and Education setting are being met to Sioltas standards. Has the role of preparing and creating curriculum plans for the staff to carry out in the Early Childhood Care and Education setting. Making sure that there is good staff morale, resolving any issues that arise promptly and effectively Making sure that there the Child Protection policy is being promoted and that the policy is being firmly stuck to. If any concerns are arisen then the manager must document and record this. Organise meetings with parents throughout the year to inform them and discuss such things as the child’s progression and also  adhering to any concerns raised by the parents. It is also a role and responsibility of the manager to prepare and organise special event and outings for the children attending the Early Childhood Care and Education setting. ( class notes) The preschool manager must have a minimum qualification of level of seven/eight in childcare.\This qualification can be obtained in most IT’s. The duration of study that it would take to obtain this would be approximately three to four years depending on the level of qualification. To then further become a pre-school manager the level of experience the individual would need to have would depend on the Early Childhood Care and Education setting. Generally the minimum experience needed by the individual would be approximately two – four years. It would be appropriate that the individual had experience as a supervisor before becoming a pre-school manager. Employment and Career Opportunities in Childcare Funding that is made available to state to childcare services, such as the Equal Opportunities Childcare Programme, the Early Childhood Care and Education Scheme / Free Pre-School year and Community Childcare Solovention scheme make the option of childcare services more appealing and therefore increase the demand for childcare services. As a result of the increased demand for childcare services, the demand for employment opportunities also increases. The Early Childhood care and Education Scheme / Free Pre-school year (FPSY) was introduced in 2009. The scheme recognized the importance of qualifications within the childcare sector and as a result it introduced a minimum qualifications standard for pre-school leaders. An important feature of the scheme is that it offers more funding for better qualified staff and because of this feature it can increase or decrease an individual’s employment opportunities e.g. if an individual applied for a particular position in which the state requires the potential employee to hold a Level 7 qualification, and the candidate did not hold a Level 7 qualification,  that candidate will most likely not get the position as a result as their employment would not benefit the pre-school. The Community Childcare Subvention Scheme is a support scheme that was set up to aid and support non-profit childcare services/centres. This scheme does not support profit childcare services. The schemes main focus is to help the non-profit childcare services. This scheme allows non-profit childcare services to provide their services at a lower rate, which enables children with disadvantaged parents the opportunity to attend childcare services. Each Community based service that takes part in the Community Childcare scheme, has the responsibility to make a guideline available of the different rates for each type of service that they offer to parents. There are four types of fee rates available; and the parent/guardian will be offered the rate depending on what price band or category they fall into based on their individual financial situation. This scheme enables more access to all types of parents and therefore increases the demand for childcare services and effectively increases employment opportunities. Special Needs Assistant – Due to the downturn in the Irish Economy, there have been substantial cuts in Special Needs Assistants. It has been revealed that approximately 1200 Special needs assistant positions will be cut in the near future. (Class notes) If this happens, there will be a sharp decrease in the amount of employment opportunities available within the childcare sector. It is also thought that as a result of the cuts, individuals that currently hold a Level 7/8 qualification may not be willing to apply for job opportunities that become available due to the poor pay conditions and low status of the childcare positions. Progression of qualifications within the childcare sector e.g. achieving a Level 5 and progressing to a Level 6, Level 7 and Level 8 qualification is becoming more important to childcare workers to help them increase their employment opportunities. The better the qualification that a childcare worker obtains means they have a higher chance of securing employment within the childcare sector. E.g. If an advertisement is published in a newspaper for a childcare position, and an individual that holds a Level 5 applies  while also an individual what holds a Level 8 qualification also applies, the individual with the higher qualification i.e. the Level 8 qualification, will have a higher chance of getting the position. After obtaining a Level 8 qualification i.e. A Degree in childcare, which is generally obtained over a three year period, there is a career opportunity to continue to study towards a Primary school teaching qualification. A further two years of study in Teacher training is also required before obtaining a qualification as a Primary school teacher. After achieving a minimum of a Level 7/8 qualification, there is also the opportunity to become a manager within a childcare setting. An individual seeking to further their career or who wishes to pursue a career in management would also need sufficient experience within the early childcare and education setting to secure a higher position. This career opportunity can only become available for the individual if they have obtained a Level 7/8 qualification.

Safe Use Of Online Shopping When you use the internet, it doesnt matter where you are in person. You can view the same web pages and shop on the same online store without having to physically enter the store. This provides huge advantages for online shopping over conventional shopping. No traffic hassles, no parking problems, no fighting the crowds of people visiting in the shopping center! Before the World Wide Web, people used to shop around looking for the best gift for the best price. Now, the story is a different. You can do everything youre your own home 24 hours a day, 7 days a week. You can browse and select products; purchase and gift wrap; and even organize delivery of the goods online, anytime and anywhere in the world. But, just like any other good thingà ¢Ã¢â€š ¬Ã‚ ¦.there are risks that come with online shopping. You can easily become a victim of phishing, identity theft and fraud. So you must take precautions to ensure that you and your family are always safe when youre shopping online. As noted many times in this book, the most common examples of online fraud are phishing scams, auction fraud, credit card fraud and online shopping fraud. In chapter 4 we have looked a number of examples of how these scams work. If you are unfamiliar with these scams please review them before continuing. Defense in Depth is the Best Security Strategy As I have said many times, everyone has to take responsibility to protect them from online fraud. You are a wise person because you are educating yourself about internet fraud by learning and adopting simple proven internet safety practices. In chapters 16 17, we looked at protecting your home computer network using a Defense in Depth security strategy. Here, we looked at seven different layers of security. If youre not sure about this strategy then you should re-read this chapter. This is the best security strategy you can use when youre shopping online. This chapter builds on the principle taught in these chapters. Fighting Against Spam If you intend to surf the Internet, then the best thing you can do is to install an internet security suite. Many internet security suites like Nortons Internet Security have spam phishing filters as a standard features or at worst an optional downloads. The spam filters use in-built rules to detect and filter spam phishing e-mail into separate files. Spam filters also blacklist the offending mail preventing it from reaching you. If your spam filter is working well, you will never see the spam unless you locate the file in the security directory and view it. However, even if you have the best anti-spam software in the world, spam can still evade your spam filter and end up in your inbox. You also need to know how to detect spam and deal with it correctly. Here are some of the important features that you should look for when choosing the ideal spam filtering subscriptionà ¢Ã¢â€š ¬Ã‚ ¦.accuracy and false-positive rating. Accuracy ratings refer to the percentage of legitimate e-mails that successfully reaches the users inbox after being filtered. The accuracy of several spam filtering subscriptions are continually being tested by passing thousands of e-mails through the spam filter. Today, a spam accuracy rating of 80% is very poor. You should expect a minimum rating of 95% and some anti-spam subscriptions have accuracy ratings as high as 98% to 99%. The False-Positive rating is the percentage of legitimate e-mails that have been wrongly identified as spam. This rating should be less than 1%. Different computer publications such as PCWorld and PCMagazine offer reports on the accuracy and false-positive ratings of spam filtering subscriptions. The cost of spam-filtering subscriptions has to be measured against the services it providesà ¢Ã¢â€š ¬Ã‚ ¦.ultimately you get what you pay for! A subscription may be expensive but it may be worth paying for its quality features, speed and control. Sometimes choosing a lower cost provider means paying more in lost time and poor output performance. A good spam filter should fit your specific needs. It should be flexible in its configuration so that it meets your needs. It should also provide automatic updates. There are some simple rules that you should follow: When you detect spam in the email box, never respond to the spammer. Avoid opening your spam messages at allà ¢Ã¢â€š ¬Ã‚ ¦.just delete it. Whenever a pop-up window appears from someone you dont knowà ¢Ã¢â€š ¬Ã‚ ¦just delete it! They are mostly scams. Do not close your mail box or blog without signing off completely. Use usernames and passwords that are hard to guess. You should review Chapter 17 for rules about creating and using strong passwords. How does shopping online increase the risk of identity theft? Using shopping carts in unsecured websites dramatically increases the risk of you becoming a victim of identity theft. I learnt that lesson the hard way! In chapter 1, I told you my story as to how I twice became an identity theft. The first time was 1995 by people with whom I shared a residence. At the time, this was the most common method of identity theft. In 2001, I became a victim of identity theft victim a second time. Online shopping sites were in their infancy and internet security technology was not as advanced as it is today. Unfortunately, I made a credit card payment for a product sold on an unsecured website. My personal data was stolen and my credit card was charged with a number of fraudulent purchases. Fortunately, I discovered the fraud early and the bank was able to stop it and limit the damage. Be warned! There are still unsecure online shopping sites operating today. Please do not use them! In chapters 3 4 our story, our poor fall guy Victor, uses the internet for online shopping. He has no sense of security and suffers immensely. If you are not sure about what can happen to you when you are on the internet, then you would do well to reread these chapters. Learn how to read a websites privacy policy One of the most important steps to protecting your privacy is to be able to know how to read a websites privacy policy. Australian privacy laws dont enforce the use of privacy policies or the information that should be included in the policy or how it should be presented. Further there is no industry body which regulates online privacy policies. Therefore you should know what to look for when reading the privacy policy of the website you are visiting. You should expect that a privacy policy be made available to you in writing if you are asked to provide personal information. In the bricks and mortar world, financial institutions, health facilities or other businesses that collect your private information, can be asked to show you their privacy policy before you give them that information. If the company does not you with a privacy policy, then you should consider doing business elsewhere. Websites should show of respect to their customers and tell them how their information will be used. In the online world, you will find privacy policies posted on their websites. The privacy policy tells you the steps they will take to protect your identity or to inform you of how they will treat the information you provide to them. Simply having a privacy policy does not guarantee you any level of protection, at all. However, to understand what information is protected and what is shared you must read the websites privacy policy. Each website has its own criteria for its privacy policy. Some websites give full protection including encryption of passwords. Further, they will not provide your information to any third party. Other websites will tell you that your information will be shared with any affiliated companies or business they feel you would be interested in hearing from. Therefore, you must read the policy to be aware of the steps being taken to protect you. Here are some of the items to look for on a privacy policy: What Information is Collected and Why? When a business is requesting personal information from you, it is reasonable to ask what information will be collected and why it is needed. If they request information that isnt relevant the website should clearly state why they need it. If there is no explanation for the request try to avoid giving the additional information or ask them why they need it. Asking for your income or the name of your spouse is the kind of information you might question providing without reasonable cause. How is the Information Collected? While filling out paper forms are straight forward in the bricks and mortar world, providing information is very different in the online world. You need to find out from websites how the information is being collected. Information can be collected in web forms or by electronically behind the scenes programs called cookies that are automatically installed on the visitors computer. Cookies track information about the web pages users click on, how long they spend there and the web address. This information can be tracked with or without your consent. Usually it is done to facilitate the companys marketing research or to assist you by using your information from previous visits. You should be able to find out what information is automatically stored by reading the privacy policy. What is the Information used for? If the online business asks for your personal or financial information you have a right to know what it will be used for. You must know if it is only used to complete the transaction? Or will they view a purchase as permission from you to market to you again in the future? Or will they sell your private information to other businesses? This information should be available in the websites privacy policy and information on how you can opt-out if you wish. Who Will Have Access to Your Information? Will the private information you have provided be sold or rented to other people or businesses? Will the website share your name, email address or purchasing habits with other affiliated businesses? These policies should be clearly outlined in the privacy policy. If they do sell or rent the names on their list, then you may wish to limit the information you provide to themà ¢Ã¢â€š ¬Ã‚ ¦or deal with them. Watch out for terms like partners, affiliates or sponsors, since you will have no idea who will be receiving your private information. How Secure is Your Information? What steps has the website taken to protect your personal information? Any transaction where you enter and submit personal information should have SSL (Secure Socket Layers). SSL will encrypt the information so that it cant be read by others during transmission. We will discuss website security in detail later in this chapter. Can You Correct Your Personal Information? You should be able to review and/or correct information that will be collected about you. The steps should be clearly stated in the privacy policy and should be convenient and inexpensive. Can You Opt-Out? Wherever your information may be shared you have the right to opt-out. In some cases you can click an opt-in or opt-out box when entering your information. Make sure that these small boxes havent already checked as default, since legally you are implying that you are accepting the offer even if you havent personally checked the box. The privacy policy should also give you directions on how you can opt-out if you werent given the option when you entered your information. While this list is not exhaustive these are the main features you should look for in a websites privacy policy. The other information that should always be listed in the websites privacy page is a contact name, address and telephone number. You should always be able to speak to a real person regarding the websites privacy policy. How do you detect online shopping scams? Scammers love online shopping because it is very easy for them to target victims. Shoppers have to distinguish between an honest trader and a scammer. This is not as easy as you may think! Scammers are professional sales people who use proven social engineering techniques to trick you into doing something you wouldnt normally do. For example, scammers may pretend to sell you a product online at very cheap prices; but they are actually looking for your credit card or bank account details. They may take your money and send you a faulty or worthless product or even send you nothing at all. The important thing is that when they make a sale, they have captured what they wantà ¢Ã¢â€š ¬Ã‚ ¦..your sensitive data like name, address, credit card number, bank accounts etc. They have tricked you into giving them your sensitive details in exchange for a worthless product! Buyer Protection Schemes Many online businesses put a lot of effort into protecting their customers from scammers. Some websites provide buyer protection schemes that will cover you if you are the victim of fraud. Credit card companies Visa and MasterCard; payment processing companies PayPal ClickBank; and banks around the world have buyer protection schemes. If you buy something through eBay or PayPal and it never arrives, or if it arrives significantly different than originally described by the seller, then youre eligible for a full refund. Check out PayPals Buyer Protection policy, and learn how to open a dispute. If you ever see a transaction in your PayPal account that you didnt authorize, you should report it immediately to PayPal. They will begin an investigation and help you get your money back. You can learn more about this process here. You should also be aware of sellers on online auction sites. They may offer to make a deal to you outside of the terms of eBay website. This is usually a good sign of a scam. You will also lose any fraud protection that eBay may provide. You must stay one step ahead of the scammers. The SCAMwatch website provides detailed advice about online shopping auction scams, internet scams and many other scams that target you. You can learn how scams work, how to protect yourself, and report a scam via SCAMwatch. Basic Tips for protecting yourself when shopping online Here are some important safety tips for online shopping: Use your credit card instead of a debit card: Credit cards offer better protection against identity theft than debit cards. For instance, when you use a credit card, your liability for any fraudulent charges is maximum $50, on the condition that you report the fraud within 30 to 60 days and you werent party to the fraud. On the other hand, when someone gains access to your debit card, and they clean your savings account, you may not be able to recover any of money at all. Use disposable credit cards: A recommended way to use a credit card is to get a disposable credit card. This works like any gift card from a bricks and mortar shop. You load it with a specified amount of money and the card is good until that amount is consumed. Then the card becomes worthless. This will protect you from identity theft. If a disposable credit card is stolen, the criminals will only gain access to the unused amount on the card. They cannot reload the card with additional funds. Check the website security. Before making any payments online through shopping cart sites, you should check the sites security. There are different levels of security available. You can check the URL web address. This is the box in the web browser where you type the websites online address e.g. www.anystore.com. A secure website will start the URL web address with HTTPS:// instead of the usual HTTP: //. Also, you should see a small lock icon in the screen which indicates that the site is a secure. This security level means that the online stores database and data transmissions for your transaction that made over the internet have been fully secured.
